Description

The Sr. Manager, Project Controls is responsible for working with the project managers and project teams to ensure compliance with J&J Worldwide Procedures and WWETO Project Controls Guidelines working toward the completion of projects on schedule, within approved funding, and meeting client satisfaction.

The Sr. Manager, Project Controls is responsible to:

v Lead WWETO Asia Pacific Project Controls Efforts (China & Southeast Asia) through the implementation of guidelines and standards on assigned projects including Executive Status Reports (ESRs), Cost Reports, integrated EPCV Primavera schedules, and other required project controls reporting and analysis tools.

v Ensure designers and builders comply with WWETO project control guidelines.

v Assist Project Managers in preparation of Capital Appropriation Requests (CARs). Work with J&J affiliates to obtain funding approvals including facilitation of Cost Risk Assessments using Monte Carlo Software.

v On critical major capital projects, prepare monthly reports to WWETO and affiliate senior management that accurately reflect status against funding authorizations and target schedules; and that identify key accomplishments, critical issues and potential areas of concern.

v Ensure WWETO cloud based collaboration system (POET) is utilized in accordance with established guidelines. Manage POET utilization effort to ensure global collaboration. Develop training as necessary.

v Ensure Project Savings are documented in accordance with established procedures.

v Evaluate A/E & CM performance with respect to cost control, schedule management, progress measurement and change management.

v Procurement and management of outside project control consulting services.

v Management and oversight of service contracts related to department/site managed construction.

v Gather / Analyze key benchmark data (WWETO Project Status Reporting System and IPA external benchmarking)

v Position will be based in Shanghai China, reporting to the WWETO Director of Project Controls. Regular travel (40%+) to affiliate companies jobsite locations, business partners and consulting firms may be required. Occasional travel to the United States will also be required.

Qualifications


The candidate must have a B.S. in Business, Engineering, Construction Management, or equivalent. A minimum of 15 years of industry experience &10 years project controls experience in a related industry directly supporting the implementation of capital projects is required. 5+ years of staff management experience is required. Extensive knowledge of engineering/construction project controls and project execution is mandatory. Experience in an FDA regulated industry preferred. Proficiency in Primavera (in-depth experience is necessary), MS Project, Excel, Access, is also required. Experience with web based project management systems (OpenText, Livelink) and Monte Carlo Cost analysis experience would be a plus.
