The Director, Health Economics and Outcomes Research (HECOR) is responsible for leading outcomes research strategy and implementation for the Oncology therapeutic area, products or indications, and contributing outcomes research expertise across therapeutic areas. The Director, HECOR directly manages research studies and other outcomes projects. This individual will collaborate with internal and external clinical and outcomes experts to generate rigorous scientific data and plan for its publication and dissemination to support the strategic plan. The Director, HECOR ensures quality of design, execution, and publication of outcomes research studies and quality of models & tools developed for business partners. He/she will develop relevant outcomes research budget, present to appropriate levels of management for approval, and manage budgeted funds. The Director, HECOR will actively manage performance, create development plans and facilitate development activities of subordinates and /or junior colleagues, as applicable. This individual will serve as a leader on assigned cross-functional teams, with internal partners such as HECOR colleagues, Marketing, Medical Affairs, Strategic Customer Group, Worldwide Market Access, Epidemiology, Government Affairs and Policy, Johnson and Johnson Health Care Systems and other J&J Operating Companies.
The Director, HECOR is responsible to oversee / lead strategic planning and execution for all HECOR activities involved in developing outcomes-based strategies and tactics (including publication plan) to support value propositions in assigned areas of responsibility. The Director ensures compliance with regulatory, legal and commercial regulations (for example Contract Pricing Committee, Promotional Review Committee) in conducting research and dissemination of scientific information, keeping the customer central to all thinking. He/she will directly manage research studies and other outcomes projects including the clear articulation of key research questions and appropriate research methods. The Director, HECOR will ensure quality in internal / external communications including: publications, training support of HECOR studies and models & tools developed for the therapeutic area. This individual will develop relevant HECOR Oncology budget, present to appropriate levels of management for approval, and manage budgeted funds. Participation on leadership team including special projects, ensuring best practices will be a role of the Director.
Qualifications
A minimum of an advanced degree (MS, MA, MBA, etc.) in Public Health, Health Services Research, Economics, Epidemiology, Health Policy, or a related discipline is required. A doctorate level degree (PhD, MD, etc.) is preferred. A minimum of 8 years relevant experience in Health Economics and Outcomes Research is required. Expertise in the healthcare industry, clinical knowledge or practice across multiple therapeutic areas, medical reimbursement, and technical expertise in economic evaluations or patient reported outcomes, including data analysis and statistics, is required. Oncology experience is preferred. Excellent in leadership skills, collaboration, influencing and communication (both written and presentation) are needed. Experience with independent, high level planning and execution of research strategies is required. Experience in developing and gaining management approval for outcomes-based strategies and tactics to meet both commercial and scientific objectives for a given product or therapeutic area is preferred. Experience in conducting outcomes research studies applying health economics, patient-reported outcomes, retrospective data analyses, epidemiology or health services research is required. An understanding of the drug development process including health economic inputs needed to support the value proposition is needed. A firm understanding of regulatory standards for approval and communication of data is needed. An understanding of United States health care systems and customers, specifically understanding unique business models and perspectives, is needed. An understanding of the uses of evidence-based medicine and comparative effectiveness analyses for health policy decision-making is required. Demonstrated leadership and, effective collaboration in a matrix environment, are preferred. This position will require up to 30% travel (mostly domestic with rare international travel) and will be based in Horsham, PA.
