Description

Janssen Supply Chain is relocating its pharmaceutical manufacturing site within the Xi'An area in China 50 km south of its current in the city. The 2014-2018 project aims at building a state of the art facility, including an integrated Automation and IT landscape. Critical new Manufacturing Systems will include packaged unit and stick-built control systems, automated material handling & storage, process historians, manufacturing execution systems properly integrating with the regional ERP systems as well as with process automation.

The jobholder is accountable for managing the delivery of all Automation and IT systems and services related to the new site, as well as the project impact on the existing site, from where the products will transferred in a phased approach. In his/her role the jobholder will collaborate closely with the plant’s operational readiness program leader, and the respective business system owners.

Specific responsibilities include but are not limited to the following;
- Ultimate program management and outcome ownership for delivering end state IT systems & infrastructure solutions supporting maximally the site’s processes aligned with the Johnson & Johnson Supply Chain, Janssen Supply Chain and Manufacturing Systems and IT strategies and standards.
- Include as integral part of the strategy the Life Cycle Management plans for both the new as well as the to be relocated legacy Manufacturing Systems. Managing a smooth transition and handover to the operational phases.
- Assessing staffing requirements and pulling together key resources for successful delivery of projects/programs in his/her workstream, and for establishing the necessary capabilities for sustainably running and supporting the systems in the new site.
- Ensuring project and resource planning is conducted with other IT functions within JSC-IT & IT Shared Services to ensure dependent project demand is understood and committed.
- Motivate and provide coaching, support, and supervision to Project leaders of the different workstreams.
- Support the program management organization with leadership related to supporting the workstreams in the program
- Deliver accurate and candid communications, presentations, and escalations to senior executive levels across the organization regarding status, needs, or gaps on the program.
- Monitor, track, and report progress against overall strategic and business objectives of the plant relocation as well as scope, schedules and budgets across the program.
- Manage communication of risks and issues hindering progress to impacted teams, end users, business and IT stakeholders.
- Manage key programs within his/her workstream while adhering to the J&J Supply Chain IT Delivery framework (incl. FPX, PDX, SDLC) and project quality metrics.

Be the Xi’an site / Relocation project link person to the Manufacturing Systems LC&T Platform Lead. Attend and prepare for a monthly meeting with the MS Platform Lead on the progress of the relocation program related to Manufacturing Systems. Update the Enterprise Architecture drawings to represent the target MS Architecture.

Qualifications


Primary skills and advanced aptitude include:
- Excellent functional understanding of supply chain IT architecture, aligned with ISA 95 and ISA 88 and current IT infrastructure technologies.
- Exceptional ability to rapidly learn new IT solutions & technologies and apply knowledge to end-to-end execution of projects.
- Ability to provide technical leadership to IT.
- Strong program and project management expertise. Excellent program/project planning and delivery.
- Ability to manage a high degree of technical complexity as well as deliver strong project, program, and portfolio fundamentals.
- Lead a team of functional & technical project managers.
- Manage a diverse, global team, collectively managing a program of interacting and interdependent projects.
- Ability to identify and understand all key planning and execution risks and issues across the entire program.
- Ensure project delivery excellence and maintain the program team's technical capabilities.
- Excellent communication, networking, and influencing skills including the ability to manage across all management and organizational levels, regional, global, and cultural boundaries.
- High impact individual with the ability to lead, collaborate, challenge, and influence peers, subordinates and senior management to drive quality business planning and project execution results, and ability to drive decision making in a leadership role.
- Organizational competencies in project planning and execution, resource management and benefit realization.

Qualifications

- A minimum of a Bachelor of Science degree (Engineering, or Computer Science preferred) or equivalent is required. A Master of Science degree is an additional positive.
- A minimum of 8+ years of relevant experience with BA/BS Degree/equivalent OR a minimum of 4 years of relevant experience with advanced degree/equivalent is required.
- Experience in Pharma, Manufacturing and Supply Chain systems and strategies and System Lifecycle Management methodologies & Support processes related to Supply Chain is preferred.
- Practical Automation and IT experience in the ASPAC region is key to adequately and quickly support the needs of the Xi’an Relocation project, preferably including experience with cost conscious Automation and IT solutions.
- ‘Big Picture Orientation with Attention to Detail’ needed in both the execution of the Manufacturing System and IT Strategy as well as the day to day delivery of the Manufacturing System and IT Services.
- Intrinsic openness to and interest in different cultures, with the ability to adapt where appropriate and to be decisive when needed.
- Language skills : Excellent Chinese language as well as excellent English skills are key.

This position is located in Xi’an, China, (Xi’an & Shanghaj will be the primary locations where the program’s activities will happen) and reports into the Global IT director for the Platform Liquids, Creams & Transdermals of JSC.

This position will require significant travel between Xi’an & Shanghai, which will be the primary program’s locations. Collaboration with regional and global IT teams will occasionally require flexibility to work outside regular office hours.
